정치, 외교, 보건 등의 경제 외적 분야에서 당면한 어려움을 다루는 북한의 태도와 방식이 현재 및 향후 북한 경제에 미치는 영향에 대해 전문가들 사이에서 매우 다양한 시각과 의견이 제시되고 있다. 9월 북한경제연구협의회는 해당 분야 전문가들과 함께 2022년 북한의 모습을 보다 입체적으로 조명했다. 동향과 분석에서는 김정은 정권이 경제 회복과 핵 고도화라는, 양립이 어려운 이 두 아젠다를 어떻게 진행할 것인지, 이룰 둘러싼 내부 갈등을 진단한다. 코로나19 사태는 북한의 내부정보 단속의 빌미가 되고 있고, 외부세계의 북한경제 연구자들 간 교류와 활동도 제한하고 있다. 이를 극복하기 위해서는 북한경제에 대한 다양한 토론과 연구의 결과물에 대한 보다 많은 확산, 교류, 토론이 필요하다고 판단, 9월 리뷰는 2022년 북한연구학회 학술회의에서 발표된 연구결과물들을 일종의 특별 경제자료의 형태로 게재했다. 김정은 시대의 경제개혁적 조치를 비롯한 5개년 전략의 계획에 대한 검토 및 변화 방향을 전망하고, 군수산업이 경제발전에 미치는 영향을 둘러싼 이론적 쟁점을 검토하여 이를 바탕으로 북한 당국이 갖고 있는 군수산업의 경제적 역할을 분석했다. 마지막으로, 북한에서 자원배분 우선순위의 재조정을 표방하는 경제-핵 병진노선, 경제총력집중노선 등이 공식 담론에서 모두 사라진 점에 주목하여 이것이 의미하는 바를 살펴본다.

Outside experts on North Korea are presenting a wide variety of views and opinions regarding the impact of Kim Jong-un regime's attitudes and responses toward pending difficulties in non-economic areas such as politics, diplomacy, and health on the current and future of the North Korean economy. Attended by renowned experts from the fields, the North Korean Economic Research Forum in September shed some light on North Korea’s 2022 in a more three-dimensional manner. The ‘Trends and Analysis’ suggests how the regime will proceed with the two incompatible agendas of economic recovery and nuclear advancement and diagnoses the underlying conflicts surrounding it. The COVID-19 crisis has been a pretext for North Korea's tighter control over inside information and also limited research activities and exchanges in the outside world. As an effort to encourage dissemination, exchanges, and discussions, the September issue features three articles presented at the Korean Association of North Korean Studies’ academic conferences under the section, entitled ‘Special Economic Materials.’ They cover the following topics: the regime’s five-year development strategy including economic reform measures and its future direction; theoretical issues related to the military industry’s impact on economic development and the regime’s understanding of the military industry’s role in the economy; and the meaning of the disappearance of ‘Byungjin line’―the policy aiming at advancing simultaneous economic and nuclear-weapons development―from official statements.
