As automation accelerates, strengthening workforce competency is vital for productivity. However, South Korean workers experience a sharper decline in cognitive skills with age compared to international peers. This is largely attributed to a seniority-based wage system that lacks incentives for continuous learning. To drive growth, Korea must transition toward skill- and performance-based compensation while expanding institutional support for lifelong upskilling and reskilling.
